While this is correct in theory, it won't work in practice, just because sumo needs frequent updates of the vehicle speeds and positions to work correctly. You may think of the step length as the interval between two such updates. If you only update once an hour it is similar to driving with opening your eyes only once an hour. It simply won't work because you cannot predict the speeds and positions of the others precise enough. You are able to do so, however, if the interval is small enough (in the order of a few seconds).
