This is a feature. You can declare the id of a routeDistribution within a vehicle definition and the the route will be chosen probabilistically at run-time ( http://sumo.dlr.de/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#Route_and_vehicle_type_distributions ).
