Then I do not think that the vissim network was projected with UTM. If you
cannot guess the projection you can either try to find the original vissim
network or you can simply re-import the network again from OSM and compute
a linear mapping from 3 corresponding points in both .net.xml files. (only
1 point needed if you are feeling lucky).
