I'm starting to guess here: The error could be due to some system or browser policy blocking socket communcation (possible resulting from a software update). Please try opening up the webWizard index file (sumo/tools/webWizard/index.html) in another browser (firefox, chrome etc) while the osmWebWizard.py script is running.
