Hi,
no it is currently not possible but you can make use of action steps
which will speed up some of the calculations between the action points
and can be changed during runtime, see
http://sumo.dlr.de/wiki/Simulation/Basic_Definition#Defining_the_Time_Step_Length
and http://sumo.dlr.de/wiki/Simulation/Safety#Action_Step_Length
