1) Yes. You can either - define a very long route with repeating edges that is long enough to last for the whole simulation - define rerouter objects that modify the route of a vehicle so the route is extended dynamically ( http://sumo.dlr.de/wiki/Tutorials/Driving_in_Circles, https://github.com/eclipse/sumo/tree/master/tests/sumo/cf_model/drive_in_circles )
