Since the free flow varies with the vehicle parameters (or distribution thereof) you will have to re-compute this for your particular vehicle fleet. A good approach to reach maximum flow is to insert vehicles on a single lane with period 1.0 and departPos="last". You can measure vehsPerHour by placing an <inductionLoop> at the end of the edge or on the next edge.
