The most likely cause is a version mismatch. Please determine the value of TRACI_VERSION from /usr/local/share/sumo/tools/traci/constants.py that is used within your version 1.0.1 ubuntu docker (found in line 22 of the file). This value should be 18 for version 1.0.1. and lower values will not work.
