For me its the same.
Either the page is not reachable or gives some ssl errors.
I'm using the backup page as recommended a few days ago:

we are experiencing a server outage which causes the wiki to be
unavailable.
Please refer to the backup documentation at
http://sumo.sourceforge.net/userdoc/ or use the documentation that
comes with your sumo release.
