Hi,
I am not sure about 1.0.1 but with the HEAD of master something like
"cmake -DFOX_CONFIG= .." should do the trick.
It is also documented here:
https://sumo.dlr.de/wiki/Installing/Linux_Build#Building_the_SUMO_binaries_with_cmake_.28recommended.29

Please be aware that this does not only disable the GUI but
multithreading as well.
