The behavior of sigma is carFollowModel dependent. In the default Krauss-model it applies uniform randomDeceleration from [0, sigma * min(accel, currentSpeed)] to the speed that would otherwise be chosen due to car-following or junction-approach. Note, that there is a strong interaction with the simulation step-length parameter.
