You can define person traffic with OD2TRIPS using the option --pedestrians (or --personstrips for intermodal traffic) and also apply apply time-varying levels of traffic demand. see http://sumo.sourceforge.net/userdoc/Demand/Importing_O/D_Matrices.html#Daily_Time_Lines
