The behavior is caused by the vType attribute decel="0". This means vehicles cannot brake and thus there is no safe insertion speed other than 0. If you set decel to another value (default 4.5) you will see regular insertions. Please note the warning regarding tau and simulation step size that is printed at the start of the simulation.
