Probably the edge speed is too high. See https://sumo.dlr.de/wiki/Simulation/Pedestrians#Heuristic_generation for how option sidewalk.guess works. You could try https://sumo.dlr.de/wiki/Simulation/Pedestrians#Type-base_generation or just add a sidewalk in Netedit: https://sumo.dlr.de/wiki/Simulation/Pedestrians#Adding_sidewalks_with_NETEDIT
