The randomness in sumo is deterministic (if you do not set the seed
parameter it behaves the same way every time).
The stuck problem just occurs so seldomly that it doesn't affect all
approaches all the time.
To fix the 'stuck' problem, download the updated development version
tomorrow at
https://sumo.dlr.de/wiki/Downloads#SUMO_-_Latest_Development_Version
