traci.vehicle.setSpeedMode(vehID, 0) and then vehicle.setSpeed() (see https://sumo.dlr.de/wiki/TraCI/Change_Vehicle_State#speed_mode_.280xb3.29) to disable lane-changing, see 'vehicle.setLaneChangeMode'.
