1) The default algorithm is described at
https://sumo.dlr.de/wiki/Demand/Automatic_Routing#Adapting_by_moving_average.
This means the values of device.rerouting.output will slowly converge to
the actual travel time from the value that was initially loaded.

2) Again, due to averaging, the device ouput will generally differ from the
momentary values.

3) You traci script fails because you are passing an edge object to
traci.edge.getAdaptedTraveltime whereas the function requires an edge id.
