If the passage is one-way then you cannot represent spaces at each side of the
passage unless you use <space> . if two-way then you can put a parking area on
each lane.
<parkingArea> roadsideCapacity bays will always be on the 'nearside' of the
lane. You can position <spaces> on either side of the lane or just use <space>
for 'offside' bays and roadsideCapacity for nearside bays.
