Using the link "https://sumo.dlr.de/docs/NETEDIT.html";, I was able to 
successfully create the polygons in the * .net.xml file. However, I could not 
understand how to create a * .poly.xml file from what was defined.

There is no application in sumo to generate synthetic polygons. You can define 
them manually via netedit however.
