1) https://sumo.dlr.de/docs/Simulation/Output/Traffic_Lights.html#coupled_lane_area_detectors 2) for historical reasons the summary output refers to vehicles that are waiting for insertion (due to lack of road space) as "waiting". Vehicles that are slowed to a halt are counted as "halting"
