I'd first try with some debug output for forward movement: https://github.com/eclipse/sumo/blob/1267528511f2cfa3224884c2ec08fb5b5ef9cdbd/src/microsim/MSVehicle.cpp#L92-L95 Then select the vehicle in sumo-gui and check the resulting console output (send it to sumo-dev or attach it to a ticket if it's too obscure). Note, that the release build on windows does not write to stdout so you either have to do this on linux or use the debug build.
