You can inspect the network in netedit or sumo-gui.

 * Start the program and load the network.
 * Then look for the edges you cite using Menu > Locate > Edges.
 * It turns out both are incoming edges of the same junction.

If one was an incoming and one an outgoing edge, you would be able to connect them in netedit "connection mode" (see https://sumo.dlr.de/docs/NETEDIT.html).
