Hi,
since the queue length is usually an emergent property, you cannot
insert into the simulation but have to calibrate it such that the
correct values / distributions emerge. If your junction has a traffic
light you probably want to make sure first that the traffic light
program fits the real world data. After that you could use a calibration
approach similar to:
https://sumo.dlr.de/docs/Tutorials/Calibration/San_Pablo_Dam.html just
with an objective function using the queue length.
