There is currently no way to retrieve the original offset value that was
part of the loaded program. Also, this value would not be meaningful after
influencing the trafficlight with setPhaseDuration, setPhase or any other
state-altering call. What you can do is retrieve the current phase index as
well as the next switch time (getPhase, getNextSwitch) and then compute the
offset based on all the phase durations and the current simulation time.
