There is a known bug related to opposite-direction driving and moveToXY ( https://github.com/eclipse/sumo/issues/5031). To make the vehicle change lane onto the opposite side, use vehicle.changeLaneRelative(vehID, 1) when it is on the leftmost lane. use changeLaneRelative(vehID, -1) to make it change back.
