Hello,
whether railways are bidirectional or not is defined in .edg.xml files (as
explained at
https://sumo.dlr.de/docs/Simulation/Railways.html#bidirectional_track_usage
).
Of course, you can split your input across multiple .edg.xml files and use
one for one-way tracks and another one for two-way tracks (the latter one
needs to define both directions).
Alternatively, you can define all your edges in only one direction in the
.edg.xml file(s) and then use option
--railway.topology.all-bidi.input-file to load a file with edge ids that
shall be made bidirectional
