Repeated computation of the fastest route happens according to option --device.rerouting.period If the found route is faster than the current route (according to the averaged historical travel times), the route is changed. The traffic jams are measured as explained here: https://sumo.dlr.de/docs/Demand/Automatic_Routing.html#edge_weights
