Thank you Jakob, netgenerate is enough for my current purpose, I tried it and 
found it also allows us to change the left-turn lane lengths. Also thanks for 
pointing out the automated way in editing the xml file.

Do we have efficient ways to add a dedicated left-turn lane before

NETEDIT, by splitting the edge at some point and separate it into more lanes.
