1. download a suitable network from osm using https://sumo.dlr.de/docs/Tools/Import/OSM.html#osmwebwizardpy or build the network from scratch with netedit 2. You can define the flow with netedit. For constant numbers, see https://sumo.dlr.de/docs/FAQ.html#how_do_i_maintain_a_constant_number_of_vehicles_in_the_net 3. https://sumo.dlr.de/docs/Definition_of_Vehicles,_Vehicle_Types,_and_Routes.html#speed_distributions
