In one of our projects where we simulate the city of berlin in a mesoscopic
simulation we're using the rule of thumb to "not worry about teleports" if
less than 1 in 250 vehicles is affected.
However, it's hard to give a general rule on this. In any case, I recommend
looking at a representative sample of teleports to check whether they are
part of plausible/realistic jamming or whether they point to errors in
network, traffic light or traffic demand modelling.
