By default, duarouter assumes an empty network for each vehicle. To change
this you must load additional input (i.e. edgeData with traveltimes from a
previous simulation). Or you can use marouter which has a a hard-coded
capacityConstraintFunction that mitigates congestion on heavily used roads.
