There is direct support for Ring-Barrier control within SUMO by crafting a branching signal plan for the actuatated controller. See https://sumo.dlr.de/extractTest.php?path=sumo/tests/sumo/basic/tls/actuated/dualring_simple You can find more examples at https://github.com/eclipse/sumo/tree/master/tests/sumo/basic/tls/actuated (folders with 'dualring' in their name) and download them via https://sumo.dlr.de/extractTest.php See also https://sumo.dlr.de/docs/Simulation/Traffic_Lights.html#based_on_time_gaps
