Your configuration sets --collision.action warn
This means only a warning is given and no other action is taken to resolve
the collision. This is usually not a problem for rear-end or junction
collisions since the vehicles continue moving and take up their preferred
distances later on. Frontal collisions do not resolve themselves this
easily.
Alternative actions are 'teleport' and 'remove'.
