You can keep the geometrical link lengths as needed for a pretty graph and 
simply adjust the 'length' attribute of the edges to match the desired travel 
time.

if you have just link travel times as information for a network, such as the 
Mandl-network, I attached to this mail.
Is there a clever way to create it in SUMO? Especially, if you want to use this 
link travel times for a public transport bus network.

So far, my approach was to create one in netedit and then iteratively adjust 
the link lengths until the travel times fit more or less, however this is a 
rather tiring process, especially when it comes to more complex networks.
