You need the latest *development* version (not just 1.10.0) and also need to make sure that SUMO_HOME points at the development version. Otherwise the outdated xml schema definition files are used where this attribute was not supported yet. (details and other workarounds described at https://sumo.dlr.de/docs/FAQ.html#whats_the_deal_with_schema_resolution_warnings_xsd_errors )
