Thank you for providing all the example inputs. The problem was caused by a
netconvert regression and is now fixed (for details see
https://github.com/eclipse/sumo/issues/9701).
You can obtain a fixed version starting tomorrow at
https://sumo.dlr.de/docs/Downloads.php#sumo_-_latest_development_version
