The air drag coefficient applies to the relative velocity of the vehicle to the
air mass - a headwind of 5km/s means the effective speed of the vehicle for
drag calculation is increased by 5km/s

A tailwind of 5km/s means that the effective speed of the vehicle for drag
computation is reduced by 5km/s

You can't model this by varying the speed though - as that would impact the
radial and rolling drag computations.

I guess you'd have to apply an effective velocity just to the air drag
computation - you might be able to adjust for wind direction if you can work
out the compass direction of the vehicle - rather than the angle relative to
the lane!

Sounds fun :)
