Multiple parkingAreaReroute definitions must be placed in the same rerouter
to be used as alternatives for each other.
I recommend using the tool
https://sumo.dlr.de/docs/Tools/Misc.html#generateparkingarearerouterspy to
obtain rerouter definitions for parking search.
