The bug has been fixed ( https://github.com/eclipse/sumo/issues/9755) You can download a patched version of sumo tomorrow at https://sumo.dlr.de/docs/Downloads.php#sumo_-_latest_development_version (or as a workaround, make sure that your cars have spent one step driving in the simulation before calling rerouteParkingArea).
