It seems that you have an outdated version of the module sumolib/options in
your python load path which gets loaded by netdiff instead of the options
module from version 1.11.0
You either need to remove the outdated version or ensure that the 1.11.0
version comes first in you python load path.
Adding this line to netdiff.py may help with locating the old version:
print("LOADPATH:", '\n'.join(sys.path))
