timeGapOnLane is based on the front-bumper-to-back-bumper distance whereas the tau value applies to the distance front+minGap-to-back-bumper. One simple way to achieve the desird heaways is to set minGap=0.
However, due to the bug https://github.com/eclipse/sumo/issues/9831 you should either set step-length = 0.1 or upgrade to the latest development version. regards, Jakob Am Sa., 18.
