Some outputs allow setting the begin of the analysis period explicitly:

(attr begin).
Alternatively, you can save the simulation after it has some vehicles and
then start your analysis with a simulation loaded from that state:
https://sumo.dlr.de/docs/Simulation/SaveAndLoad.html
