each option and argument must be a separate element of the command list:
traci.start([sumoBinary, "-c", "demo.sumocfg",
"--fcd-output.max-leader-distance", str(FLOAT), "--fcd-output",
"output.xml"])

leaderGap -1 means that no leader was found within the distance specified
by 'max-leader-distance'
