Thank you for the report, As you have guessed the problem is related to the length of the vehicle in relation to the length of the lane. In short, there was a bug with regard to overtaking long stopped vehicles that has now been fixed. (https://github.com/eclipse/sumo/issues/10060) You can obtain an updated version of sumo starting tomorrow at https://sumo.dlr.de/docs/Downloads.php#sumo_-_latest_development_version
