Hello, the tool is meant to write it's results to standard output rather than into an output file. A typical way to call it would be tls_csv2SUMO.py defintion.csv net.net.xml > tls.add.xml
the warning itself was due to the linked issue ( https://github.com/eclipse/sumo/issues/10063) and is now fixed. You could simply replace your version of tls_csv2SUMO.py with this: https://raw.githubusercontent.com/eclipse/sumo/main/tools/tls/tls_csv2SUMO.py regards, Jakob Am Do., 27.
