To import a shapefile with netconvert, you can use the "extra" version:

Combining a shapefile with an osm-based .net.xm file is technically
possible but not recommended.
I'd suggest that you use the netedit application to construct your network
variants. https://sumo.dlr.de/docs/Netedit/index.html
