- converting OSM to shapefile and then shapefile to .net.xml will not work as well as converting OSM to .net.xml directly ( https://sumo.dlr.de/docs/Networks/Import/OpenStreetMap.html) - your command fails due to an invalid path 'net.net.xml\' instead of 'net.net.xml'
