What you are seeing is the "fallback" behavior of pedestrians when the
network doesn't have the required infrastructure.
Walkingareas are added automatically once you define at least one crossing
in your network (
https://sumo.dlr.de/docs/Netedit/editModesNetwork.html#crossings)
Most likely, you'll want some automation though:
https://sumo.dlr.de/docs/Simulation/Pedestrians.html#building_a_network_for_pedestrian_simulation
