You can either
- define the flows with attribute 'number'.  (There are several
possibilities for varying the headway patterns:
https://sumo.dlr.de/docs/Simulation/Randomness.html#flows_with_a_fixed_number_of_vehicles)
or
- define <calibrator> elements for each vehicle type that limit the number
of passing vehicles at a specific location:
https://sumo.dlr.de/docs/Simulation/Calibrator.html (use calibrator
attribute vTypes to determine which type shall be counted).

If you want to generate a scenario based on a finite number of routes which
obeys given traffic counts (also type-specific counts) you might find this
