Basically yes, If you want to cap min an max speed you must use the 4-parameter version: <vType id="myspeed" speedFactor="normc(1,0.3,0.5,1.5)" maxSpeed="1.2"/> This brackets the maximum pedestrian speed between 0.5 * 1.2 and 1.5 * 1.2 m/s with a mean at 1 * 1.2 m/s
